Hi,
This is a pretty big question with many posts on MIBUSO and other forums to provide pointers.
1. Are you talking Nav 4.0 SP1 to 4.0 SP3?
2. How many users?
3. What size database?
4. What collation and configuration has been used on the new SQL DB?
You might look at (your locking issue may be overcome by enabling row level locking on the SQL DB)

HI,
Cycle counting is not an option on Business essentials - not available on the licence (we have built an addon to allow a more manageble cycle count for business essentials).
For a basic stock take you need to use phys. inventory journal (form 392 - possibly on your warehousing menu - or just add form 392 to another menu).
In this form run functions - calculate Inventory - the online help should help you from here.0
