Business Notification for Microsoft Dynamics NAV Classic

Dear all,
I have installed BN Server and configure it on my local host,
But the website "BusinessNotificationDeploymentServer" does not open
and i get that you has not permission to view this website although i give the full permission to the accounts that uses this website.
Please help, does anybody know how to run this website :?:
