The ability to create a webservice based on a page, does not mean you can show the page in a webform. You'll still have to design the layout of your webpage.

Which application is most suitable for Webform development? I have knowledge of ASP.net/C#.net but my seniors are suggesting to use Share point serve. I have developed few portals with .net and SQL but this NAV, the developmentof web portal is confusing me.
I will be grateful if somebody can suggest.

Next version of NAV will support Sharepoint.

Currently version of Nav supports it with Employee Portal. You can find the document on partnersource on how to install it.
