Non permission to read Change Log Setup (Table)

Hi all,
When a user is logged in NAVISION ATTAIN and when he try to click on a module, he has a message that he hasn't the permission to read "Change Log Setup (Table)" table. I activated the Change Log fonctionnality.
Any one can help me ?

First, verify the licence ... Are you allowed to work with this functionnality ?
- If you are not allowed, unactive the fct.
If the problem remains, delete manually the record in the table 402.
- If you are allowed by your licence : ???0 -
