AppActivate method

I'm using an automation 'Windows Script Host Object Model'.WshShell.
There is a method called AppActivate.
AppActivate can be used to activate and bring to front an application window, such as Navision client. This works fine in Windows XP. Problem is that in Windows 2000, the application is not activated, it only starts blinking in the taskbar.
Any tips on this behaviour would be extremly interesting.
My idea is to use sendkeys method to make things happen in Navision, but first I have to be sure the client actually is active.
