Permission Error: While importing Pages.xml

                    Hi All,
I have been assigned a task where in I have to convert all the required objects of our product to support Role Tailored Version.(Our product is so for flexible/ support till NAV Classic version)
As a first step I am trying to convert all forms (w.r.t to our product)to pages. Following are the steps I followed.
1. Select all the forms from the Classic version
2. Export the forms into Forms.xml and save
3. Run Microsoft.Dynamics.Nav.Tools.FormTransformation.exe file
4. Import the Pages.xml file
At this last step I am getting error message as "You do not have permission to create the xxx Page". Contact your system administrator to have your permissions changed.Where 'xxx' is the name of a form.
Is this a licence issue?
Is this occur because of the the ID used in the Forms clashes with the ID of the Pages?
Is there anything else I m missing?
Please Guide.

            This is a NAV license issue. I don't believe your license is updated for NAV 2009.0
