The NAS is NOT clusteraware, so you have to do it manually:
Install it on the first node and make it run.
Install it on the second node and put it as disabled.
Once you notice second node starts, you have to disable it on the first node and enable it and start it on the second node.

I think this is for an active/passive configuration?
I saw this official MS document (NAV 4) where they installed the 2 x NAS (classic db and used Commerce Gateway Broker as well. Did this avoid the issue of having to manually manually switch the NAS over?
Also, for NAV 2009 do we basically have the same issue - only one can be active at any time?
You can have multiple NAS installed. You can control what it does based on startup paramater.
Now the question is how do you know that the fist NAS is down?

I had a case where NAV was setup in a clustered environment (2 cluster servers), as far as I remember we didn't run into any major troubles. Is there anything specific you are worried about?

Ask the cluster-systemists this:
Is it possible to define on the standy-by machine to run a batch when it becomes active?
In this case : in that batch you can put this "net start NASSERVICENAME" to start the service of the NAS.
