Print SO Comments on very page

There is a requirement to print some terms & conditions after the customer name on every page of the Sales Order before printing the Sales Lines.
The T & C are entered in the Comment Lines.
How to design the report such that it loops through the Comment Lines on every page?

That is the quick fix already in place. Now users are entering more & more comments which it is not feasible to keep amending the report.
Has anyone found a way to use integer or temp table? ](*,) ](*,)
