Alternate code unit to 5915 that can run in service tier?

We noticed that code unit 5915 (Customer-Notify by Email) has several function calls such as ENVIRON() and SAVEASHTML() that raise an exception when called from the NAV 2009 Service tier due to these function calls being decorated as obselete.
(I'm worried this is not the case since the service tier is expecting to utilize reporting services...correct?)
Does NAV have any alternatives to this code unit that can run in the service tier?
We need to be able to attach a report (exported as HTML) and email it from the service tier.
Input is greatly appreciated.
On a side note, is there any documentation available that outlines what can and can't run in the service tier? The MSDN NAV 2009 Web Services documentation only mentions various DIALOG() functions that should be avoided.
