VAT (Sales Tax) on Charge Item

Hi All,
How can I add VAT (Sales Tax) on the charge item in the Purchase Invoice? When I select the Type:Item, the VAT is calculated properly, but when I select Type: Charge Item, then the Tax Liable field is NO in Purchase Line, because of which the VAT (Sales Tax) is not calculated. Please suggest!!
