Validation on Next record in Vendor Card

Hi Folks -

On the Vendor card when i press the Page down key to go to next record i want to validate if the 'Federal ID No.' is entered on the record. I tried adding the code on OnNextRecord of the form trigger and by doing so, it does not allow me to scroll to next record.

Is there any way to do this validation.

Any help is grately appreciated.
