Creating a clieop

We upgraded from axapta 3.0 to AX2009, now we are facing creating payments.
We can make a file for foreign payment, BTL file. But we cannot make a clieop file.
We get the message no records available. It creates a file, but it is empty.

Anyone who has had this problem?
