Safety stock in planning worksheet

Dear Users,
I have Item A (Replenishment System : Production) and my inventory is 20 Pcs. The reordering policy of this item is 'Lot for Lot' and 'Include Inventory' is checked. The safety stock for this item is 100 Pcs.
When i run the planning worksheet, system is suggesting me to create a production order for 100 pcs instead of 80 pcs. Is this a bug ? or is there any logic behind it ?
