Problems installing Navision Client 3.70 on Win 2003 server

I just installed navision 3.70 on a server running 2003 std ed. After installation, each time I try to start the client the Installation dialog appears... once again and again... Any ideas??

    Create a new shortcut to file fin.exe or finsql.exe (depending on database)
    I think you do not have enough permissions on this PC.

    HI there!

    well I've perform the installation as administrator, and everything seemed to be ok after installation, but when I start navision, and try to open a company the install dialog appears... finish and start again...
