when will this "WorkflowTimerActivate " fucntion will fired

Hi all,
i am using the Authorization fucntionality in nav 4.0 SP3...I gave the Work flow line which has reponse time and i also gave the alternate user to the same work flow line.. I am able to see the usertask for the user defined in the workflow line...If he didnt approve that task with in the response time,a new user task must be created for alternate user,so that he can approve the task.
But it's not happening.User task which was created for the user in the work flow line remains same and new user task is not getting created for the alternate user...
The above said will be resolved when the fucntion "WorkflowTimerActivate" got called.But i am not able to.
