Web Service Error

Hi Friends
I am facing error in web service of navision. I am trying to Add Web Reference in .net it gives me error
"You do not have permission to run the 'Microsoft Dynamics NAV Server' System. Contact your system administrator to have your permissions changed."
But When I try to access it thru Internet Explorer it runs fine.
Please help me to resolve this.
