2009 license question

I am developing a simple asp.net web app through which users will create purchase orders. It is my intention to utilse nav 2009 webservices to integrate the purchase orders into navision.

What are the license requirements to do this? There will be 8 non navision users using the web app. Do they need Nav licenses?
