Is RTC is must for Web services?

Hi tell me one thing is RTC is required for Webservices.
I need to integrate the Dynamics CRM and NAV by using Webservices.

No.
You can do a runtime upgrade of any Navision windows database to the NAV2009 Classic client and start using webservices.
SQL is mandatory though.

Correct - RTC is not a requirement for Web Services, but RTC is really two things:
1. Make sure that all code can be compiled and run on the Service Tier
2. Transform all forms to pages.
Number 1. is still needed to run web services
