Spliting oprations in single routing

I have a problem with following issue:
Our client is in a printing industry and they have a specific situation. Imagine a load of production orders that all have same 1st operation but different routings (2nd, 3rd operation,... are different). They complete 1st operation on all production orders before they start 2nd operation on 1st production order. Problem comes when you try to do it in Navision. 2nd operation always continues on the 1st operation - i cant make a gap between them. I'm wondering if that is possible. If you're thinking that we can use wait time it cant be used because wait time before 2nd operation isnt fixed in our case (it depends on number of production orders being processed in 1st operation).
If anyone knows or maybe have some kinf of code to solve this i'd appreciate it.
