Error in Creating Odbc

hi all
i have aproblem when i try to make odbc for nav 5 from Administrative Tools

i have this error when i press company
Dynamics NAV ODBC Setup
The TCP/IP connection's 'host'
is not answering (TCP/IP error ECONNREFUSED).
You can see how to
make changes to your 'hosts' and
'services' files in the documentation
for the network. Contact your
system manager if you need assistance.

i tried to change net type but the error insisted to be
and i put the server name and its ip in hosts file
,the error appears again
