If one structure is defined and subsequently at the time of PO its basis for calculation is changed by the user say calculation order , include base etc. will it be ok or it shd be restricted.

I guess nobody will be able to answer than yourself and the client for whom you are implementing.

Security, Roles & Responsibility, Access are normally unique to the company. The process owner and stake holders should define them.
