How to send SMS through NAV 4.0 using API ??

Dear All,
Can any one please let me know the procedure of sending SMS via NAV4.0 using API function.
One more simple clarification, assume that i am having VB DLL that i wanted to use in NAV4.0 for calling the function, how can i call the dll though NAV ???
