Currency exchange error in converting Purchase quote to PO

Hi,
I am facing one strange problem. When ever I try to make order from a Purchase Quote it give me error as attached in the picture of currecny exchane rate starting Date. If I remove the currency from forign trade then it makes the PO but when in PO I select the currency the same error occurs.
If I make direct PO using the same currency every thing works properly and system gives the correct exchange currency rates.
Does any one has any idea what steps needs to be follow to remove this error?
