RTC Matrix Forms

OK I think I'm overlooking something here.
I understand the changes to the Matrix forms in the RTC and why this was necessary. I'm trying to look and the format of the pages for the existing matrix forms. The page corresponding to the orginal matrix form apperas to be blank with no code behind it, and there are new pages with the redesigned matrix forms. All makes perfect sense. What I can't get my head around is that if I look at the department menu used by the RTC it refrences the 'blank' page that has the same object ID as the orginal matrix form. As there is no code behind this form and I can't spot any obvious properties who does theis then call the 'new' matrix page and what page contains the matrix options? I'm sure I'm missing something obvious.
