Completely Shipped in Transfer Order

Hi,
In Transfer Order, there is Completely Shipped field. The NAV's help, it said that, This field contains a check mark if all the items on the transfer order have been shipped.
The problem is, sometimes though all of the item have been completely shipped, it still false in Completely Shipped field.
Is it a bug?

I think its already correct. But I'm afraid there will be any side effect. Any better idea?
