Posting Routine

In Transfer shipment i want to post the shipment as 2 lines, according to the tax jurdification which is "VAT 12.5%" as one line and "VAT4%" as another line with the A/c specified in the Tax jurdification setup. Please suggest me to write a routine for this.

I thought VAT is added when Goods change hands between companies. why is vat added at time of moving an item from one location to another?
