Language conversion Tool and Process

can you advice me with the feasibility of language conversion of following details-
1. Is it possible to create a language pack for Arabic which can be used in NAV?
2. When the Arabic language is selected is it possible to change the orientation of the controls on the form from left to right i.e the labels would appear on the right and the text boxes would appear on the left.
3. Is there a possible solution for Arabic / English users working on the same database at the same time?
4. What is the tool available for doing this job?

2) NAV can in some cases support double-byte characters
3) I am afraid that changing direction of the text will not work
