Well i also had same kind of problem.
I have tried a lot . it is written there in Biztalk 2000 manual that if we set content type to MIME ( in a Channel Definition) then it will send the documents as an attachment. but i tried this but it did't worked.
then what we did was, we just put xml files in a local directory then from there we were sending it as an attachment by some external application.
