Tracking of Production Planning with Actual Execution

please go through with following case/situtation :
A Customer has a monthly plan to produce 100 units of ABC Item. He decided to manufacture this quantity in the entire month. During the month, he produced only 83 Qty against that particular one monthly planning.
For this, he wants that system should allow him to create multiple Firmed/Released Production Order because production is depends according to daily morning situation (depends on weather condition and many other situations). And also he wants to keep track of diffrences between planning & actual production (or you can say that what is the actual situation of any monthly planning at the end of the month). According to above mentioned quantity, there is a gap of 17% between planned & actual production order.
Please let me know that how Microsoft Dynamics Navision help him to execute above case.
