When filling out a general journal how can I force the system to go to the next line when enter is pressed after filling out the last column. It does it already for Sales Orders.

Either hide the columns you do not need or change the next control property.

Can you give a more detail explaination on what happens?

Also check what the nextcontrolid is set to for the last field.
