error department id zero does not exist

I am getting this error from an employee card. When i run the department form there is no zero id i am wondering where the id zero is coming from?

check if the employee card has a corrupted dimension. some times in dimensions the dimension code will be blank and Dimention Value code will be specified. hence the error.
