Output prior to full consumption... question

Ok, so as far as I know, this goes completely against how the system is supposed to work, but someone here did it, so I'm trying to figure out what to do:

1. A production order was created for 25 pieces of Item A
2. Only 80% of the consumption was done prior to the output journal being posted for the full amount
3. Now, we have the other 20% remaining to be consumed, but can't.

Ideas on how to fix this?

Just use a consumption journal unless the production order is finished as well.
