From the permissions you could disable users from opening the license information window. Would that be enough?

    Upload..
Used to upload your license file to the SQL Server that you wish to access. The license information will be used by all the client computers that connect to this server unless a database license file is being used.

    Import..
Used to import a new license file, which can then be used each time the application is opened (or until another license file is imported). Note, however, that as soon as a database is opened on a SQL Server, the license information on the server will be used and, therefore, the imported license file will not be used.

    From Nav help.

Upload installs the license file on SQL server. I think that import sets the license as the default on the client.

In previous versions of Nav I think that users could not upload the license on SQL server from their clients but I'm not sure. I'll take a look. It should be in the Installation and Administration manual.

It means there is no change in Import and change

Import will replace old fin.flf of client PC directory with new fin.flf containing the new license.
Change only changes the license temporarily. No file is replaced.

From the HELP button on the right bottom

    Export..
Used to export a copy of your license file - to a diskette, for example. You use this when you renew your license.

    Change..
Used for a temporary change of license file, when a dealer visits you, for example, and has brought his or her own license file on a diskette (to be able to use C/AL permissions). This function ensures that the change is not saved the next time you start the program, and your old license file is used. You must be sure to use this if you want to work using the demonstration license file cronus.flf, otherwise you may overwrite your own license file.

Navision will warn you before your license expires. If you allow the license on the server to expire, you will be unable to access the server. However, you can use the Change function to gain access to the server with an alternative license file.
Do you make it right, it works too!

    How to "disable" Upload:

Because upload will save the license into Master database on SQL, you only need to be sure that the users do not have any permissions to modify Master DB (it is default). If you are using "License per company", you need to be sure that the users have no modify permissions to the table into which it is stored... there is no standard NAV way how to do that...
