    No that's not how it works, at least not where I used to work. Utilization there was based on the number of billable hours that you work. So if you complete a task in one day, you get credit for one day.

    You can't control what is sold, but you CAN control how many horus you work, and what you choose to spend your time on. The incentive was to work as many billable hours as possible, so if you were done with something on monday, you would make sure you have another billable task ready to go on tuesday, instead of goiing home early, or browse the internet, or listen to music.

    Yes, I understand that... all depend on the goal of the system and how it is set up.
