Can I force row insertion location to a table?

My client complained that a new row is inserted at the place where her mouse cursor locates (when she clicks it).
She wants new row to be inserted ONLY at the last row of the table, such at accidental mouse-click to the top row won't creative an awkard blank line... is there a table property for that?

Hi Roy,

This is going away form standard Nav and where do you stop? how many forms? I think you need to convince the user that this is not necessary. The balnk line issue can be addressed with the delayedinsert property on a form

Train the user to move to the bottom before adding a new line.
