Not possible without modification.
And not in line with the manufacturing policy make-to-stock or make-to-order
Why do you want this?

Actually, you could do this, you would have to have the item Manufacturing Policy set to 'Make to Stock' and the Reordering Policy set to 'Lot-for-Lot'. You can not control which orders get combined one one Prod. Order, however, that would be dictated by a combination of when you run the replenishment, which open oreders are un-fulfilled, and what the Reorder Cycle is on the item.
