Menusuite:have to reassign options after import from Dev?

When I import a menusuite from my Development database it's not keeping the user assignment, is this normal?

For example, if the Administrator menu option is not assigned to user jdoe (in either live or dev database), and I import the menusuite object into live, user jdoe now is assigned the Administrator menu option and it has to be reassigned?

The object definition doesn't include user assignment. This is saved in table 2000000061, you will need to migrate data from there to keep the assignment.
