I don't think there is one either. Check with Microsoft to find a NAV partner in the country that you need to implement, one that is big enough that they know the local legal requirements. There might even be partners that developed 'unofficial' localizations.

I've been involved in a project that is implementing 4 or 5 South Am countries.
If you are going to get in contact with local South AM NSC, I would definitely work with a US NSC that has experience with them.
The language barrier and inexperience will leave you a bad taste.
