Link Specific Freight Charge to Different Destinations

When creating S.O / P.O., is it possible to set up specific Freight Charges and link them with the different cities where goods will be delivered?

For Instance:
Create a sales order line and ship the goods to a different city. This should pick up the freight charge linked with the mentioned city to deliver the goods.

Is it possible to do so in Axapta 2009?

Any views / comments would be very much appreciated.
