Indian Subcontracting Scenario

This is regarding Indian Subcontracting Scenario. We had issued a subcontracting order to a vendor for 100 QTY and issued the materials.
Due to the vendor's inability, he is able to complete only 50 QTY and returns back 50 QTY. Now i should be able to take back completed 50 QTY and transfer the original 50 QTY to another vendor with similar skills.
Subcontracting orders can be raised only when i raise released production order. How do i do this transfer? Please explain in detail
