1) You have a maintenance/support contract as a partner with Microsoft, then you can download the MOC's.
2) You buy the MOC's.
If you are working with client , you can ask your NSC to provide the manual or ask them to create your customer source id. and then download from there.
Distribution of manual is restricted by copyright...
