VATCounter, Footer and VATAmountLine Table

I have a new button on the sales invoice form for printing before the invoice has been posted, everything on the report is working fine, except the VATCounter, Footer(2), there doesn't seem to be any lines in the VATAmountLine table when generating the report, any ideas why this footer wouldn't show up?

    It seems to be something to do with the 
    VATAmountLine.InsertLine;
    line with the value being zero, would that stop the footer from showing up!?
