German customer with Dutch developer license

My customer has bought a license in Germany (2 years ago).

Can I:

1.
Develop in their Germany database?

2.
Maintain an upgrade maintenance for their German license with Microsoft NL?

3.
Add Addons to their German license?

    You can request a German dev. license being a. EMEA partner. Than 1 becomes a yes.

    Whilst on this subject, is it now possible to get different country localization access in one license, e.g., to have the NL local range and the German local range in one license?

    I am afraid that no. But I didn't try to ask MSFT for that in last year. You can only ask them for 004 license for another country (development license).
