Workflow Dynamic ax 2009

Hello All..
I want to ask about workflow in dynamic ax 2009, here the case,I want created Sales Order workflow, so I created :
- Class
SOWFApprEventHandlerElement
SOWFApprEventHandlerWF
SOWFConfigEventHandler
SOWFApprovalEventHandler
SOWFDocument
SOWFApprovalStatusManag
SOWFApprResubmitToWF
SOWFApprSubmitToWF
- Workflow
SOWFTemplate
SOWFApproval
the problem is when I clicked the submit button it wont send a notification for another user.
I set SOWFTemplate as a workflow originator
what seems to be a problem ?
Can anybody help me ?
