General question concerning importing from/export to unicode

Hello
There are some recent threads on this, for example

but I think it would be handy to have a more general view on this topic.
So the general question is:
How to and what to think about when importing from/export to unicode by xml-Files. The xml-Files are processed by xmlDOM 6.0
Detail questions:
1) How does the the locale setting of the Windows client and/or the locale setting of the server affect the situation?
2) How does the database (native or sql server) affect the situation?
3) When writing or reading xml-Files with xmlDOM 6.0 it seems that xmlDOM6.0 is automatically converting some values to/from UTF-8. Is this correct?

4) As far as I understand Navision saves data in ASCII-Characters. It is still possible to enter the Euro currency symbol using alt+0128. This is ANSII 128. How does this work?
