Can anyone please let me know from where to download patch for running NAV SP3 over Vista???

You have to request microsoft for this... .
This is the knowledge base. It says how you can obtain it.

Or, since you're applying updates ... you might consider upgrading (runtime) to the latest. An overview you can find here.

Or you can just take the last version of ISO file from PartnerSource for NAV 4.00SP3, it includes the patches now... Than you just needs uninstall/install and you are done.

I'm not a partner and I have heard nothing from my VAR and really need this hotfix/update. I have spent hours on a wild goose chase with Microsoft and they won't give you the time of day if you're not a partner.

Can someone please zip up and email this to me? PLEASE?

It's not the hotfix, but the ISO of 4.03, like Kine suggested.
