Problem in Transfer Order

In any transfer order, 'Location to' in Transfer Line is differrent from 'Transfer To' in Tranfer Header. In Standard, If we change the Tranfer to in header, lines automatically get changed. Since, In Line this field is uneditable, user cannot change.
If anyhow, it is changed. then user will not be able to post the transfer shipment for this order.

But we have some cases, where 'Transfer To' is different in Header and Line. And Shipment is also post.

Can anybody help me. In wich cases, these get changed and if changed how it is shipped.
And if transfer is shipped then what should be done to handel this kind of issue. means now system not allowing to recive... ](*,)

which version?
There is no field like "Location To" in transfer line table.
Check for mods if any.
