I need to understand the technicality behind language packs.
Currently we have deployed NL 4.0 SP 2, running on SQL. The database can be accessed using English and Dutch. We have a requirment to use German language. Is it possible to do so?
Can I intall a langauage pack on the database? If yes, will there be any validation required on the licence front?

I don't think you'll need a different license. You will need the localization files in the Client setup folder and then you'll need to add translation captions to your objects / fields / text constants.0
