Master planning creating Transfer orders

I have a requirement for master planning to create transfer orders from any one of many warehouses to any other warehouse. The warehouses are have no specific hierarchy and there is NO main warehouse. So the standard AX warehouse refilling doesn't seem to suit.
Customers will place orders with their local warehouse. I want Master planning to create planned transfer orders to get surplus stock from other warehouses prior to producing planned purchase orders on a supplier.
Any help would be appreciated.

You are correct, it simply does not work this way and there is no way to configure the standard software to refill on a transfer requirement from any warehouse with available stock. This would need to be a modification.
