This does not work in V3.70, no mime type is established for file type PUP.
To unpack the file, carry out the following steps:
1 In Windows Explorer, browse to the Commerce Portal directory on the local hard disk of the server. The default location of the CommercePortal.pup file is C:\Program Files\Navision Attain\Commerce Portal\pup. The folder contains two files. Use CommercePortal2000.pup if you are running Commerce Server 2000, or use CommercePortal2002.pup if you are running Commerce Server 2002.
2 Double click on the CommercePortalXXXX.pup file, where XXXX is the Commerce Server version number. The Unpack window appears:
You can choose between the Quick unpack and Custom unpack options:
Quick unpack: installs all databases on one local or remote SQL Server
computer. Custom unpack: enables you to specify your own settings for unpacking a new site (or adding components from a package file to an existing site). If you selectCustom unpack, we recommend that your computer uses English (United States) regional settings.

You need to install Commerce Server (either 2000 or 2002) in order to unpack PUP files.
PUP files is created with a tool embedded in Commerce Server.

Windows does not recognize the extension .pup
then click on
"Start" -> "Programs" -> "Microsoft Commerce Server 200X" -> "Commerce Site Packager"
Which Commerce Server version (and language) are you using?
